Make a streamer:
It's as simple a making a long change, of colored paper. Hang in above the door or something.
Now you have a streamer for almost nothing. Another way is if you have a roll of paper, write Happy Birthday in big letters and tape it up. A third way is to cut a long strip of paper or tissue paper and give it a gentle twist as you put it up.
we use to make people balloons all the time at my party when I was a little girl. To make them blow up a small balloon, cut out feet in paper cut a whole for the tie of the balloon to go through and stand it up. Or if you want helium balloons you can usually get them for a dollar or two at most stores.
